Inauguration of NIC Hoa Lac Semiconductor Microchip Design Center

On the morning of October 28, 2023, as part of the National Innovation Center (NIC) and the Vietnam 2023 International Exhibition of Innovation at the National Innovation Center at Hoa Lac Campus, Hanoi, Prime Minister Pham Minh Chinh attended and performed the inauguration ceremony of the NIC Hoa Lac Semiconductor Design Training Center.

Attending were Minister of Planning and Investment Nguyen Chi Dung; Minister of Science and Technology Huynh Thanh Dat; Minister of Industry and Trade Nguyen Hong Dien; Minister of Foreign Affairs Bui Thanh Son; Minister of Culture, Sports and Tourism Nguyen Van Hung; Chairman of the Office of the National Assembly Bui Van Cuong; Director of Hanoi National University Le Quan, etc.

Reporting on the formation process of the Semiconductor Design Center at the ceremony, Mr. Truong Cong Minh Hien, Chairman of Sun Edu International Education Joint Stock Company, said, Implementing the Prime Minister’s direction on developing a project to develop high-quality technical human resources for Vietnam’s semiconductor technology in the period 2024 – 2030, with a vision to 2045 as well as developing Vietnam’s semiconductor industry ecosystem, in the past time, the Innovation Center Creating the Country, the Ministry of Planning and Investment has worked with large semiconductor technology organizations and corporations in the world to cooperate in building semiconductor chip design and research centers in Vietnam. The chip design training center at NIC Hoa Lac was formed with the combination of major technology partners of the United States such as Synopsys, University of Arizona, Keysight together with Sun Edu – an enterprise formed by leading Vietnamese experts with many years of experience in the field of semiconductors in Silicon Valley, and domestic partners VNPT, Hanoi National University, Ho Chi Minh City Hi-Tech Park Management Board (SHTP), etc.

According to Mr. Hien, the potential for developing highly qualified human resources in the field of electronics and semiconductor microchips is one of the important and main competitive factors of Vietnam. In the pilot model that NIC supports Saigon Hi-Tech Park to pilot the Electronics and Semiconductor Center inaugurated in September 2023, focusing on 2 areas.

Specifically, one is the electronics field, ESC Center has piloted the implementation of training activities, standardizing the factory to introduce international customer access for Dien Quang Company, a domestic investor in Saigon Hi-Tech Park and initially achieved positive results.

The second is the field of microchips, up to now, ESC has provided services such as: Providing license of Synopsys design software for schools in the system of National University Ho Chi Minh City; Organizing training courses (ToT) on circuit design for more than 20 lecturers from nearly 10 different universities (lasting 6 weeks, full-time study), closed on February 10, 2023; Coordinated with Synopsys to organize the first circuit design training course for subjects who are Students of universities (scale: 30 students, training time: 3 months, from June to August 2023); Coordinate with AD Technology & SNST Vietnam to organize a pilot training course on microchip design according to the needs of businesses, students who are elite students from universities, after graduating from the course, they will be evaluated and accepted as an official circuit engineer at AD Technology & SNST Vietnam.

Mr. Hien also added that, following the positive results that the semiconductor microchip center model has achieved in Saigon Hi-Tech Park, on October 25, 2023, the National Innovation Center (NIC) with the role of leading innovation together with Sun Edu Company and international partners opened the first IC design training course at NIC Hoa Lac’s IC Design Center.

It is expected that by 2030, semiconductor microchip centers under the support of NIC and partners, contributing to helping Vietnam reach the number of 50,000 to 100,000 engineers in microchip design in the spirit of the direction of the Prime Minister.
